Kèr Wozmutàr (/ˈwozmu/ /tər/ [blasphemy; heresy] [sore]) is a subtropical Town located in the Nijhobbub Region of the Tetbur Commune.

The name Kèr Wozmutàr is derived from the Tauric language, as Kèr Wozmutàr was founded by Êmêv Castell, who was culturaly Tauric.

Climate

Kèr Wozmutàr has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a pleasant 25°C (77°F). Kèr Wozmutàr receives an average of 291 cm/y (114 in/y) of precipitation, most of which comes in the form of rain during the summer. Kèr Wozmutàr covers an area of nearly 4 km2 (1 mi2), and an average elevation of 886 m (2906 ft) above sea level.

Overview

Kèr Wozmutàr was founded durring the late 13th century in spring of the year 1165, by Êmêv Castell. The establishment of Kèr Wozmutàr was somewhat plagued by a lack of willing colonists, leading to Êmêv Castell electing to pay people to resettle in Kèr Wozmutàr.

Kèr Wozmutàr was built using the conventions of Tauric durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Kèr Wozmutàr is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Kèr Wozmutàr is buildings are arranged arrounded highly ordered system of narrow paverstone streets which form octogonal paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town has a fortified albit thin brick wall. The wall has most of the feeatures of a typical castle wall, just on a much smaller scale and and budget. Notably brick isn't a particuarly soild choice for resisting siege weapons. Kèr Wozmutàr's wall wouldn't hinder a proper army, but it is more than sufishent for bandits and other small marauding groups. Astonishigly, the monster and outlaw focused fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.

The first thing you notice about Kèr Wozmutàr is the large sign at the entrance welcoming you to their humble town. Children come up to you and say hi, some asking if you’ve fought any big monsters, and others just zipping away after their hello. The adults are much the same. By the time you’ve made it a significant way into the town you’ve been invited to a tavern for a pint to drink in exchange for news of the world. You’ve also had no less than three older women give you a sweetroll and direct your attention to their still unmarried children. It would be creepy if it wasn't so sincere.

Civic Infrastructure

Kèr Wozmutàr has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Kèr Wozmutàr has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Wozmutàr.

Kèr Wozmutàr has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Wozmutàr has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Wozmutàr's public wards, blessings, and other arcane systems.

Kèr Wozmutàr possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Wozmutàr has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kèr Wozmutàr has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Kèr Wozmutàr's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.

Kèr Wozmutàr's town hall was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.

Due to the actions of local Kami, winter is recurring in Kèr Wozmutàr.

The Ice Elemental, Large near Kèr Wozmutàr are known to be more aggressive than normal.

Kèr Wozmutàr's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves creating small tokens to channel Conjuration energies of tier 1 via guttural bellowing.

History

In time immemorial, reportedly some time during the late 2nd century, Kèr Wozmutàr was attacked by savage duergars living nearby. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kèr Wozmutàr lost 148 people, 241 livestock, and 50 buildings. The conflict ended after roughly 89, when members of Kèr Wozmutàr's militia enacted an operation to bring aid to another fighting force. The operation was complicated by enemy spies who revealed the militia's plan. The conflict ended with needing to break through the enemy's lines, which ended in victory for Kèr Wozmutàr's forces. The war is remembered in legend by Kèr Wozmutàr's bards, historians, and legend keepers.
